By Andrew C. Revkin President-elect Barack Obama sent a video message to a summit meeting on global warming organized by Gov. Arnold Schwarzenegger of California, implying that despite the continuing economic turmoil, reductions in greenhouse gas emissions will remain a central component of Mr. Obama’s energy, environmental and economic policies.
